Power supply compatibility/Dell Inspiron 530

I have a Dell Inspiron 530 and I am looking for a power supply for a GeForce 9800GT. I need a 400w minimum with a minimum of 18 amps on the +12 volt rail.

The local computer repair/supply shop has told me that I need a power supply that does not include an on/off switch. Does anyone know why that is?

I am looking at this one, http://www.newegg.com/Product/Product.aspx?Item=N82E16817371035. Any reasons it wouldn't work, or any other suggestions?

I think that it was an inspiron 530 that I put a CoolerMaster Extreme Power 4-something (460? 450?) into, and I had no issues.
 
it's a generic sparkle iirc. the q6600 had a different mobo and larger power supply than the dual core lower end models. really generic.

you know with the lower power draw of the gt5x0 and gt4x0 you might get the same performance out of a newer vid card without having to deal with power supply.
 
unfortunately the oem psu that comes with the inspiron 530/1 doesn't have PCIe power connectors. I know from experience (owned one). your best option for optimal graphics without upgrading a psu would be buying an HD 5670.
 
The Antec EA500D Green is very good, there are reviews from trustworthy sites. The oem power supplies are usually marginal for upgrades and not very efficent.
