Power Supply and Overclocking Question

In my bios it reports my 3.3 and 12v rails to be slightly below.. it fluctuates around 3.25/11.57.

Do you think this could be a limiting factor to my overclocking?

My new e6 venice 3200+ fails prime95 @ 2.5 ghz, 1.55v.

Also, in cpu-z it reports my CPU stepping to be "2"

shouldn't it say E6?
 
It is like a thermaltake 450 watt or something.. =/

Bought it on NewEgg when it was on sale about a year ago.
