Power settings not working for one profile

I have a machine with multiple profiles and I have set the same power settings for all of them...

Turn off monitor in 5 minutes
System standby in 30 minutes
(Screen saver disabled)

And it works for all but one profile. For this particular profile it only obeys the turn off monitor in 5 minutes setting, it never goes into system standby. Any suggestions on how to diagnose and fix this issue?

I would guess that is caused by a certain program specific to that profile preventing standby. What that could be, i don't know, but i don't think it is likely to be related to power management settings.
 
Vista has an option that allows the user to disallow the computer from entering Sleep mode when sharing media, perhaps XP has that option as well?
