before i put my comp together, there is a red switch on the back on power sluppy, it came set on 11, and switched the other way it says 230, my case is a atx with 250w power, should i leave it on 11 like it came? i dont wana blow up my comp
 
Leave the switch alone. You won't blow up your computer, but it's not necessarily good for it. I tried it once, computer just didn't turn on.
 
I did that accidentally while cleaning my machine one day, switched on = bang 🙁

One new power supply later revealed all was once again ok, fortunately no damage.

FYI, I knocked my switch from 230 to 115 (I'm in the UK).

You have a switchable power supply. In the US, set it to 115, standard outlet voltage. In Europe, The UK, and some other parts of the world, standard outlet voltage is 230, and the plugs and cords are different. This design allows the manufacturer to use the same design for different markets.
