Does a USB port provide sufficient current to power a 3 1/2" mechanical hard drive ?

What I am wanting to do is to wipe the hard drive using Killdisk but I have no way of connecting the mechanical hard drive internally.

A 3.5" external HDD must be in a powered external case. USB can then operate the drive that is externally powered.
