Power problems, power supply or mobo...

about 3 days ago i downloaded the a bios update utility for my MSI mobo because win2k couldnt find the usb 2.0 ports without this update so i did it. the msi util pretty much did everything for me and i didnt worry about it. i rebooted my computer 2 times that night and everything was fine after updating. i have a usual routine of shutting my computer off (through windows of course), going to bed and then turning it back on in the morning. well, the next morning....my box wouldnt even boot at all. nothing. at first i figured "well, this power supply is a piece of crap". see, i just built an athlon xp 1.4 ghz box. in it, i have two hard drives as well as 2 dimms of ram as well as a geforce 2 ultra. my 250 power supply did ok and my plan was to have it temporarily so, this is why im thinking its the power supply. my friend is a certified electronics technician and he either said it was the power supply, mobo or the power switch on my case. he used a voltage meter and got nothing from my power supply but he also said, its hard to read power supplies. anyway, i just needed some help on this, if anyone knew what is causing this. in about 1 hour from this post, i am going to get a new power supply to see if thats the problem or not. i REALLY need help with this. thanks for taking the time to read this! peace out. -davo!

video: inno3d nvidia geforce 2 ultra 64mb ram

ram: two dimms of ddr. one pc2100 the other 2700 (i always heard 2100 is recommended ???)

 
When you say it did NOTHING, do you mean that not a single fan spun up? No video? No led's on the front of the case? Could you open your cd rom drive?

If its absolutely NOTHING then the first thing I would look to is the power supply, but if it isn't doing anything at all it could also be your motherboard.
