Power problems... mobo, jumpers?

Here are some specs to reference:
Duron 1.2Ghz
256MB 2100 DDR
Asus A7v266-E

Here's the deal:
A while ago this box just stopped powering up. The power supply made a quiet clicking sound and nothing on the system worked, including the system power led on the mobo. I naturally replaced the power supply with another, assuming the clicking meant the supply was bad. This new power supply makes a quiet but high-pitch whining sound, and still doesn't work.

I firstly checked both power supplies to make sure they worked - they do. Then I checked the jumpers to see is something was wrong there - everything appears to be correct. I reset the CMOS by removing the jumper and after that didn't work I removed the battery also. Nothing worked.

At this point I'm just about out of ideas, the system was working fine for weeks and this just happened seemingly out of nowhere. It was moved to a new location, but no components appear to be broken or jarred that would indicate that the move is the cause of any problems. Help appreciated

Try removing the CPU and Ram and then see if it powers up.

High pitch whining sounds as if there is a short somewhere (leaning toward CPU).

If it powers up, and you hear the POST error beep codes, replace the CPU first and try.
