Power Problem

All my friends parts for his new computer arrived yesterday and for some reason the computer would not boot. No power! It would flick for 1sec and then die. Fan would start to move and then stop. Error code on the mobo display "FF". I tried two different power supplys and no go. Bad mobo? All the connectioners were plugged in.

Well, what does that error code indicate? That'd be the first point to start looking, I would imagine ... also wouldn't hurt to make sure that the CPU and RAM are seated properly, that ALL power plugs into the motherboard are seated correctly (including the 4-pin connecter, if required), etc.

Also posting some specifics about your setup would help as well.

4-pin and 20-pin connected, error code not listed in the book, I reseated the ram and processor with no luck. The specs are:

EPoX EP-5EPAJ (i915P)
Pentium 4 540 (3.2 GHz) LGA 775 Retail

Could the processor be bad? The computer wont even post as if it's not getting power. No beeps/lights nothing.

I ordered a 24-pin adapter however I'm told 20-pin would work.

Sounds like you have an external short. PSU shuts down on overload protection. Check that you don't have a misplaced mobo mount. You could verify your PS is working correctly by shorting the necessary pins in the 20/24-pin connector. Can't say which pins exactly without looking at it, but you can search for that info. Then, you should disconnect all component power connections, including all fans (sans CPU and chipset fans) and start it with just the main 20/24-pin connector and 4-pin 12V connector in place

I tried two different power supplys. The mobo mounts all correct. I removed everything except the 20/4pin, cpu/fan and one memory stick and it still would not boot. Fan would start to spin for half a second if even that. No lights nothing. Found it wasnt a problem with the on/off button. I RMA's the mobo. Hopefully the new one works. Any other suggestions?

Not that this helps identify the problem, but read this

and from MotherboardFAQ's...

FF - This code can be life or death for your motherboard, literally. FF means a successful boot or a complete failure. This normally means that your bios chip is dead or not being accessed properly. Try tapping or holding insert while attempting to boot the system, resetting the cmos, or: If your floppy drive makes any noise when booting, but the system appears dead, try placing a floppy in the drive with a copy of the latest bios file on it. This might cause the system to use an emergency re-flash feature.
