Power Problem (low +12v)

After I installed everything on my new computer I started to have some small problems.
Now I think I found it.
The +12V power is only at 10,8-10,5v.
I got a enermax 433W powersupply.

I did not have any problems with low +12 on my old computer.(same system athlon xp).
Is my new Athlon 64 system draining to much power from my old enermax?

Is there something I can do or is it just getting a new powersupply that helps?
I have tryed removing harddrives etc but I still have very low +12v.

I think for the most part, your system is only supposed to run .5 off of the voltage either way. 11.5 - 12.5, etc...

I think the rule of thumb is no more than +or - 5%. What do you have hooked up to your system? Does the voltage jump around a lot or is it always that low? If you unhook all your drives and extra fans, does it go back up? Also, are you hooking a majority of devices on one power line coming from the PSU?

How are you measuring the voltage... with a real voltmeter, or with software?

I have tryed removing other devices but the volt is still low 10.Xv
The BIOS says that its low.
And software in windows is asus pc probe and winbound hardware doctor.
All says that the voltage is to low.

Think I'm going to get me a new powersupply if that is the problem.
