Power modes? Are they good for something?

Can someone explain to me in simple terms, what the use of power modes are? I mean, in all the time I've tried to use them, I've never really noticed a difference in anything. I recently built a system with an ABIT KT7-Raid MB. I have the ACPI stuff enabled and I'm running Win98SE. I can send the thing into standby mode but it doesn't seem as though the system gets any quieter.

I remember and old system I had that I succesfully configured for power mode that seemed to get...'quieter'. It was almost like the fan ran at a lower speed so the whole thing was quiet.

The Abit turns off the monitor and the system comes back when I press the button but my SB Live doesn't come back.

Is there a use for standing by? Does anyone use Power modes?
