Power management software

Is there any alternative power management software for Windows XP? I am talking about things such as turning monitors off, turning hard drive off, standby mode, etc. Within the control panel of XP there is power options which opens power management, but I am looking for an alternative solution.

Any alternatives available?

Is there a particular reason why you want to replace a component of Windows XP that already does exactly what you need it to do?

Well a friend of mine is having a problem with it. He has a Dell 24 inch LCD and he has set it to turn off monitors in 1 minute (as well as other increments) and the monitor does not turn off. Hence, why I was thinknig maybe a third party application may be able to fix this issue.

I'm not sure it matters, but does he have the monitor drivers installed?

Edit:
A USB device could be preventing the monitor from turning off also.

On my personal machines i have never installed the monitor drivers. However, I will ask.

hrrmmm.... i'll also have to ask about the USB device.

Any other suggestions?
