All i want it to do is go to the power saver profile when its running off of battery and high performance when plugged in, how in the hell can i do this?
 
Have you looked in control panel for "Power Options" or Type Power Options in Start search bar. Click a plan you want to start with and click change plan settings, click change advanced power settings, click change settings that are currently unavailable. Now you have options for everything. Pick the settings you think are "power saving" and "high performance"

For any profile, you can independently set the behavior when its plugged in or not.

And rather unironically, the default "balanced" is pretty much what youre looking for anyway. 😛
