Power Management issues-- can't adjust Monitor settings

Under the Power Management control panel, there's usually a field where you can select your monitor's shutoff settings, like if you want it to shut off after 15 minutes of inactivity and the like. Well, there isn't. I'm stumped. Any ideas on how to fix this? I'd rather not to a clean reinstall of Windows. Would installing Windows on top of itself fix it maybe?
 
I should note that Advanced Power Management Support is not listed under System Properties > Device Manager > System devices. I've seen it listed in every other PC I've ever looked at that uses Windows, but it's not listed here. Perhaps if I could install that specific setting? ...and how? ^_^;;;
 
I tried installing Windows on top of itself. No dice. APM still doesn't show as being installed. I'm using an ASUS A7V133 motherboard, I see things listed out the wazoo for ACPI, but nothing for APM. Does the A7V133 support APM?

BTW, no luck so far on finding a solution. A little more of an explanation: Under power management, I have the options of going into standby and/or shutting off my hard drive after a selected period of time, but there's no pull-down for adjusting the time for monitors.
