Power LED blinking on new PC I just built

Hi everyone, I just built a PC with parts from newegg (athlon x2 64 3200+, msi mb, ocz 512mb ram). I have nothing plugged in but the cpu, and ram (it has onbaord video). When I push the power button, the cpu fan spins for about 3 seconds, then stops. The power LED on the front of the case blinks on and off about every 3 seconds. I've taken the motherboard out of the case to see if it was a short, and it had the same behavior. I've also swapped the power supply and saw the same issue. Anyone know what this could be?

does the mobo manual describe this? does the mobo have any diagnostic led's? have you tried it without the ram to rule it out?

The mobo manual has almost no information; most of it is in french or japanese. There is no troubleshooting section or error codes. I've pulled the ram out completely with the same results. Can the HSF installed backwards be the problem?

try searching msi's site for an english (or your language of choice) manual for your mobo. if the psu is shutting down, something is shorting/bad to cause that, could be mobo, cpu, or lesser chance still of psu
