Power laptop on twice to make it work

Posted this problem with HP

Problem description: Starting problem.
!. Push power on button, lights on laptop come on. Wait a minute and nothing happens.
2. Push power button to turn laptop off.
3. After waiting a minute I push the power button and the laptop starts normally!
This is the only way the laptop will start.
In other words the laptop will only start on the second try.

Other problem I noticed. A few days ago I tried to update some software on the laptop.
I downloaded the updates and when the update installation started I would get a popup that the software update was for a different operating system! I made sure I was downloading the updated for the operating system using Vista Home Premium 32 bit.

I am curious.
Is there a way to wipe the bios clean and reinstall the bios? I am thinking the bios is the problem. I would need to start the laptop with a bootable cd with the software to wipe the bios clean and then reinstall the bios.

Second,,, is it possible that somehow the boot sectors on the hard drive are messed up? Is it possible that there could be a version of XP or something on the drive as every so often I get a error message that is generated by Win XP. It says something like win xp has setected a error, etc.
I did the on board hdd test plus I used Seagates seatools for dos and the drive tests ok.
I have followed all the steps HP sent me below and nothing works.
I even bought a new hard disk drive and when I installed it I still had to power the laptop up twice to get it going.
I need some help!!! LOLOL

Robert, I would like to inform you that possible reasons for the above issue could be:
? Problem with the Hard drive.
? Problem with the RAM.
? Problem with the Operating system.
? Problem with the Motherboard.
Hence, in order to resolve your issue I would suggest you to perform the below mentioned steps:
? Perform Hard reset.
? Perform RAM reseat.
? Perform Hard drive reseat.
? Restore BIOS to default.
? Perform a hard drive self test.

In order to restore BIOS to default follow the below mentioned steps:
? Switch on the Notebook and keep pressing F10 to go to the BIOS screen.
? On the BIOS screen, press F9 and Enter to restore the BIOS to default.
? Now press F10 and Enter to save and Exit the BIOS.
In order to perform Hard drive self test follow the below mentioned steps:
1. If the notebook computer is running solely on battery power, plug the AC adapter into the notebook.
2. Shut down the computer if it is running.
3. Press the power button to turn on the computer.
4. Press f10 when the HP/Compaq logo displays.
5. After the BIOS Setup Utility displays, use the Right Arrow key to select the Diagnostics menu.
6. Select HDD Self-Test options.
7. Press enter to display a list of HDD/Self-Test options.
8. Select Notebook Hard Drive and then press f10 to display an Estimated test time.
9. Press f10 to continue. The Hard Drive Self Test executes a Quick test, a Comprehensive test, and a SMART test.
If any test fails, the Hard drive needs to be replaced.
If all of the tests pass, the hard drive is not damaged. As a rule, HP does not replace a hard drive that is under warranty if it does not fail the HP Hard Drive Self Test.
