Power issues, system will not boot up

I'm currently running a dual amd asus a7m266-d board with a pcpower cooling 510 Deluxe ATX+6 psu. The problem started when I upgraded my scsi card from an adaptec 29160 to an LSI megraid 1600 and 4x 15k drives. I first had the older antec tru control 550 (12v rail 24 amps) and thought it was the lack of power in the 12v rail that was causing my problems. After I got the pcpower cooling 510 deluxe atx+6, I have the same issues. Then I realized it was the new scsi raid card (64/66 pci slot) that was taking power away from the agp slot, keeping the video card from starting up. The graphics card is a ati fire gl x1-128, This card eats alot of juice. When using the old adaptec, i have no problems. Should I go to a simpler video card, or bad power distibution on the mobo?

normally when there is a drain on either 5v 3.3v or 12v rail, would the line start to sag or would you see a greater ripple on that line?

I would think 40 amps on the 5v rail and 30 on the 3.3 would more than suffice for what Im running.

Should I get a psu that has 53 amps on the 5v rail?

With that many drives, I would recommend something with dedicated circuitry such as the Antec Neopower 480. It does not share the power between 3.3 and 5v rails
