'Power Good' measurement

Power good value is based on the delay in ms, that a power supply takes to become fully ready. Power good values are often considered abnormal if detected lower than 100ms or higher than 600ms.
 
PowerGood is a 5V TTL level signal, meaning it should be below 0.4V if its status is false, above 2.6V if its status is true. Timing should be as life24 described.
