Power effiency ratings

Whats the deal? Does this mean that a "700 watt" zippy with an effiency rating of 70% is really only a 490 watt psu? or does it mean that a lower effiency rating simply requires more juice from the house end?

it means it draw 910W from the wall when using 700W ie. 30% of power is converted to heat.
