Power Efficiency Toggle in Crimson/Adrenaline Drivers is not keeping card at 300 Mhz

When I move the mouse around in Thinkorswim the clock speed moves to 500+. power consumption goes up. its possible to fix it by changing between compute to graphics and back till one of the settings keeps it at 300, but this is not ideal and it seems temporary.

Has anyone experienced this and found a fix?
