Power button

I had my power button originally working so to do a "cold" shutdown you had to hold it for 4 seconds, or tap it to start the OS (win xp pro in this case) shutdown.

However, I changed my case recently and replaced a Northbirdge fan after it stopped working - and that power button works differently now. It does a "cold" shutdown on the first tap.

Could the problem be the way the power button is connected to the mobo? Bios? Windows setting somewhere?

Check the BIOS settings for power management, it should be an option there. Also check the Power section on the Screen Saver tab of Display Properties.
