Power Button on ATX mobo

I am converting AT to ATX. Got the right I/O plate and ATX power supply and MoBo. But I need to modify the power switch. AT power switch on the front panel seems to be a latching switch.

My question is:

Is the power switch (front) on ATX case supposed to be a momentary-on type?

Thanks for your help. I got everything (8KTA+, pc133 128mb, Duron 600 week 27 with L1 bridges intact: all from bunta.com), Taisol 733092, Samsung 8x4x32 CDRW, Quantum Fireball LM plus 30 Gig, Sparkle 300W ATX. As soon as I get Inno3d GeForce mx2 32mb, I will be able to test this system. Thanks for your help again.
