power button blinking yellow, wont turn on

After the power went out at place, my computer's power button now blinks yellow and flashes on and off. I get no power when I try to turn it on. I have unplugged and replugged from the wall, no change. I have popped out the little battery in the motherboard, no change. I don't know how to mess with the CMOS jumper, but a friend mentioned that might help. If anyone has any clue what I am dealing with, I would greatly appreciate some help. Thanks.

From my understanding this has been a fairly wide spread issue with some dell models. It indicates a motherboard short, or bad power supply. And SOMETIMES can be the front usb panel causing the issue.

Try this:

Try a good power supply if you have one

Then

Remove the usb header and jump start the machine with a screwdriver (short the power on pins, if you need more info just ask)

Failing that it may be the board

I don't have another power supply to swap out, is removing the usb header an option as well or only IF i had the other power supply?
