Power, but no POST

Brand new computer.

P4 2.26 ghz, GA-8IEXP mobo, Gainward Geforce4 ti4600.

When I turn it on, I get power, all the fans are spinning, a light on the motherboard turns on, but no post.

Only thing I can think of is it is grounding on the board, but I took the mobo out and put it back in, this time with no extra screws into the side of the case. So now there are 4 yellowish/copperish weird screws going from case into motherboard, and they are screwed in using regular screws.

PLEASE HELP.

Any advice would be GREATLY appreciated.
 
Usually grounding results in nothing powering up, from personal experience.

1. Reset the BIOS
2. Re-seat the RAM
3. Re-seat the video card
4. Re-Seat the CPU, check for bent pins (friend of mine bent 2, took us a week to figure that one out)

Try them, let us know.
 
Does the machine beep at all? Usually the beeps will tell you what's going on.

Do what was suggested:

Uninstall everything with the exception of CPU, mobo, RAM, PS, and videocard. Then troubleshoot each of those if possible.
 
Everyone has given excellent suggestions. I don't know if necessarily its grounding thats the issue but poorly seated cards will cause this problem. I also had this problem with bad memory. The beeps should give you good info on whats happening. read your MB manual to find out what they mean.
 
Ultimately, if none of the above resolves this, it means your motherboard bios is dead. Time to RMA.
