Power banks which can charge and recharge at the same time

ive been looking into creating a setup with a solar panel feeding into a power bank and the power bank charging cell phones. Obviously the sun is variable. But the problem is that the power bank I have now can either charge itself or charge the phone but not both. How can you tell which power banks can do both? Bonus points if the power bank is also quickcharge qualcomm
