power acting funny.. wont boot

Hey guys its me again.... i have a customer that brought a pc in and he said his pc wont turn on. I figured out that the psu was blown so i ordered him a new one. I plugged it in and the power immediatly turned on. So i held the button down for 5 seconds and it shut off and turned on real fast. So i figured i would let it boot this time. Well the CPU fan speeds up then stop snd goes again.. the HD powers and.. you can hear activity then it sounds like its rebooting.

It sounds like i have a continuous power source but im not sure... any suggestions ?
