Poverty is not a measure of strictly how poor you are.

Everyone in a country could be rich, but if some are far less rich than others, then they are in poverty, even if they own a car, a house, ect. Poverty is a measure of how wealthy or poor you are compared to the average person is your country, not a strict measure of how poor you are. What is poverty in one country could be rich in another country.

Now poverty in context of africa in such is a strict measure of how poor you are.

What do you mean, that is how poverty is measured, how much income you have compared to average person in your country. Each country poverty level is different. What is poverty in U.S may not be poverty in say England, France, or Sweden.
