potential Obama approach for Iraq: declare victory on Bush's behalf to justify his promised troop withdraw

With the news of the Iraqi PM approving of Obama's approach to remove American troops in an expedited fashion, I was thinking how this could be used to Baracks' advantage. In a sense, I think the best way would be to declare victory on Bush's behalf. It wouldn't require giving Bush credit, indeed he could cast him as universally clueless - Bush didn't recognize defeat earlier, accidentally stumbled into a winning strategy (the surge) and doesn't recognize victory now. This would provide a rationale for fulfilling his pledge to get troops out of Iraq, and in a fashion where McCain couldn't claim he was advocating for American defeat. Indeed, it would put McCain on the defensive as being the 'defeatist' if he advocated keeping troops there longer.

Let me rephrase:

declare victory on Bush's behalf as a means of justifying his campaign pledge to begin troop withdraw, should he be elected.

I see.

But I think it would be a good idea for him to speak with our military before doing anything like that.

Plus, that would be risky. How would he look if the violence later flared up (after his "victory announcement", yet before the election)
