Potential bottleneck

I am playing League of Legends on a FX-8300+GTX 1060 3GB. I only get about 100 frames, whatever resolution or settings I use. Even maxed with DSR at 3840x... I still don't get any impact on the fps. Is this a bottleneck? The CPU does not pass 35-40%.

No, nothing like that. And I don't get capped steady 100 fps, it fluctuates from 85 up to 125 sometimes, depending on the in game situation

The cpu is the bottleneck. if graphic setting make no difference in fps, its the cpu.
The cpu is not at 100% because its using only half the cores. The cores that are being used are weak and slow, overclocking would help.

If your motherboard can take it and if you have a decent cooler, you should be able to overclock that FX-8300 to 4GHz with little to no voltage adjustment.
I used to have an FX-8320 running at 4GHz with some undervolt going on and it was 100% stable. That 1GHz should make quite a difference in your case, give it a try, small steps at a time though :).
