posting html form from outlook

an app sends a html page with an html form on it for the email recipient to submit but the submit button does nothing. One person that has outlook 2003 sp2 is able to submit the form fine but another person with the same version of outlook cannot. the submit button does nothing. I have not been able to figure out what outlook settings could be different. any ideas?
