I have a friend who has a 4400+ AMD X2, 2 GB RAM, DFI mobo, 7800GTX viedo card... and the Postal 2 game runs WAY TOO FAST to be playable. He describes it as literally barely touching the "forward" key, and the character is at the end of the street. he has the latest patches and drivers.

Has anyone here experienced this before? Is there a frame limiting procedure? The game is based on the Unreal engine, but he's never had these issues with the Unreal games.

AMD has that dual-core clock sync fix, and this does sound like a timer issue. Try the AMD website.

vsync only works in graphics drivers, and it doesn't do anything.

And if the game's too fast to the point it's unplayable, the fun is gone.

well actually when ut99 runs too fast for me the fps is in the hundreds. when i turn on vsync then the problem goes away.

The easy way around it without installing the dual-core clock sync fix is to set affinity of the program to one core.

Why would one want to work around it rather than fix it
