Since the memory controller is on the CPU, you gotta take the CPU out of the equation, so drop the multiplier to 5X, say, before running memtest. It's all about trial and error but you should always try to only work with one variable.
Some dividers are more stable than others, at least that's what I have found. Also, it's not always a fact that raising memory voltage will improve performance - sometimes it's better to keep it low.
BTW I would use 2.5 - 3 - 3 - 7 rather than 2.5 - 3 - 3 - 6. You may also want to try 3-4-4-8, and use 2T instead of 1T.
