The HD is brand new. just put it in 2 weeks ago. I'm running Win98. not SE
PIO mode? sounds like something i should know 🙂
 
PIO is set to Auto and I cannot find anything else in BIOS or in the manual about setting to ata100. The manual make you believe that the HD is automatically seen as ata100.
It's an EPOX 8KTA3 mobo
 
Looks like your HDD is running on ATA-33 mode. Check My Computer >Control Panel >System> Device Manager >Hard Disk Controller >Primary Ultra DMA Bus Master Controller >Settings, Under Master Drive your HDD should be named and running in UDMA Mode5, also check to make sure your ATA Controller in the Mobo Bios is Enabled.
EDIT--- after reading your last post, make sure the ATA Controller Driver for your Mobo is installed and working properly. You can also check this in Device Manager under Hard disk Controllers >Ultra DMA Controller >General.
 
I believe i'm running in mode 4. when i start HD Tach, it says. IDE controller.... TYPE4. maybe it should say 5.
 
Sounds very much like you don't have VIA 4-in-1 SP installed. Without that your HDD probably runs @PIO4 mode cause windoze doesn't have any better driver for your IDE controller. Even if your HDD would run in UDMA/33, you should get at least ~30Mb/s speeds out of it with minimal CPU overhead. Hell, even I get about 12Mb/s out (seq. read) form my old 8.4Gb 5400RPM IBM UDMA/33 HDD with ~1-3% CPU usage (under Linux).

Flashed the bios
installed the NEW 4.29a
Took PIO from AUTO to 4. <-- this prob would have fixed it the first time. goes from 0 - 4 in bios (4 being 5 i suppose since it's starts with 0)
 
PC_Freak, you should enable the Advanced Size Check option in HDTach to get a truly accurate representation of your hard drive's performance. At the moment, its only testing the first 8GB of it.
 
asc is pretty much a requirement, otherwise you're getting falsified scores

those are definitely awesome scores though, my bro gets about the same on his 60gxp too
