Well.. it's KDE so you'd need to install that first (link). 😛

I'm not using any particular theme, but the various components are:

Iconset - Graphite-RAD.E8 (link)
Widget style - Plastik (comes with KDE, IIRC)
Window decoration - Crystal (link)
Kicker (taskbar) background - KPanel Shadow Background (link)

Then you'd need to tweak settings for the kicker, window decoration, etc.



You could probably get Gnome to look pretty much the same, but I don't use it so I can't help you there.
