SolidWorks (makers of 3D CAD software) is running a program for unemployed engineers and designers with previous CAD experience. It includes a free 6-month license of the software and free certification as a Certified SolidWorks Professional (normally $495).
As far as actual training to use the software, it depends on the reseller policy. According to the guy running the program, "Some resellers provide the training free; some provide it free if there are empty seats; some receive training money provided by the former employer or the government; others charge a nominal fee to ensure the applicant shows up for classes. The training fee is normally US$1000 - $1600 for the four-day course."
According to the story I read, there are currently 200 job openings for people with SolidWorks experience on monster.com.
The program runs through the end of 2002. It's not restricted to the US market only. Link to story.
