Possibly bad video card?

well i was playing counter strike today and i noticed that on a custom map it as having problems with white lines kinda going through the screen, maybe graphics tearing?? anyway i took a screenshot its not the greatest but it should be sufficients

any ideas? settings are all default recommended.

Oh and i have a connect3d x800gto @ 16 pipes, thats the only ocing type ive done to it

its kinda small and hard to tell but its in the tunnel where the arrow is pointing, it was the best shot i could get of it because you have to be moving when it happens
