The X1900XT will likley be at least $150 more, probably $200 more when it comes out than the X1800XT. Its impossible to say right now, but the extra performance, may not be worth the extra cash. You can have the 1800 now, and not wait. Personally I would just get the X1800 now, and not wait. Because as I said, the X1900 is very likely to be at least $150 more. At least for a month or so, as is the case with virtually all cards.
Its hard to say which is the "right" move, waiting, or buying now. You probably cant go wrong either way. The newer card will be faster, but cost more. And you have to wait for it. However, it may not be fast enough for you, to warrant the extra cash and waiting.

The X1800XT was available from day one. Even before day one in fact. You could always find one if you wanted one.
