Possible to use DVD decoder card for regular TV-OUT?

ive got a creative drx3 or whatever their retarted name is, is there a way to trick the card into thinking that my desktop is somohow a movie? lol
i check the chip and it uses a connextant, the same on found on many graphics cards.
