Is there any services offered (besides ATM and Western Union), to get cash from entering a credit card number?
 
Any bank will do it for you. You don't even need an account there. But they charge a fee for it.
 
What if I don't have the actual card, but I have all of the numbers? Basically, I'm trying to figure out how to receive money by people giving me their credit card numbers. I am starting a small business, and need to know how to get cash by entering the credit card numbers.

You need a checking account. And a debit card.

Take credit card.

Swipe.

Enter pin.

Enter ammount of cash you want.

Take cash, card, receipt and leave.

Of course, most credit card companies charge an extra 3% for a Cash Advance, so better be sure to add that to the ammount you're taking out, if you're close to going over your limit.

I'd suggest revising your business plan if you don't know how to go about legitimately taking credit cards.

Paypal allows you to do this.

Check Cash City, Payday Loan Center ect, ect anyways I missed your small biz post so my advice wont do you any good. You need to setup a merchant account with Visa/MC and AMEX.

Call any bank and ask for their merchant service.
