Possible to lower voltage without hard modding?

You'll need a custom BIOS. I believe there's lots of custom BIOSes available for O/Cing, and they probably have the option to lower voltage. Just wondering, why would you want to lower it?
 
Lookin to lower the voltage as much as possible while maintaining reasonable speeds to see if I can't passively cool the card. Or at least be able to cool it quietly and efficiently while cutting down on load.
