Possible to disable New Hardware Found noise?

Ok, so I've got some sort of problem with my USB ports on my computer, and my computer keeps making the new hardware found noise. The USB ports work fine otherwise, but the noise just randomly happens (even with nothing plugged in). Does anyone know anyway to disable it?
 
One quick and dirty solution is to find those files and rename them. You can also very easily go in to sound manager and disable the sound event for usb device detected and usb device removed.

That ain't good for USB if it's finding phantom devices. USB recognizes devices on the bus by spotting a current draw on the D+/D- signal lines. If your host controller is spotting a current draw, you may have a short-circuit somewhere in your port wiring.

I would figure out which USB ports are misbehaving. Open up Device Manager in the background while you're working. Go to View->Devices By Connection. Then expand your PCI bus, look for the USB Host Controller, and expand ALL of them (and the Root Hubs). Whenever you hear the "plug in" sound, look at Device Manager to figure out which USB Controller found the phantom device. (In "view by connection" mode, each USB device will show up underneath the USB Host Controller that found it.)

I would recommend disabling any Root Hub that is finding phantom devices.
