Possible to creat allow list

I have verizon wireless and my teenage sister is on my plan. Is there a way i can only have 5 numbers allowed to be called or texted.

For $5 per month, you can enable parental controls on the phone. It does allow this type of limits, and more.

I manage it all via the website. You can enable the controls on certain phones on your plan, and adjust restrictions such as times when the phone cannot be used, blacklisted numbers, and whitelisted numbers.
