Possible Radeon incompatibility?

I was having very routine lockus (a few minutes after starting to use my computer), and determined that it was the video card probably. So I sent it in to ATI, and got a new (well, service unit, whatever that is, but it looks new) Radeon SDR PCI from them. Nevertheless, it still has the same locking up problem. However, a Rage Pro Turbo PCI card doesn't lock up at all in this system. I've tried playing musical PCI slots with it, but that didn't help any. Does this sound like an incompatibility? (I'm thinking probably so)
Thus, I'm guessing I need a new video card, but am not sure what to get. I'm thinking about a Radeon 7200 card, or maybe GeforceMX something, but am not sure. Anyway, it has to be < $100.

I presume you've checked that it's not an IRQ conflict or an incorrectly set BIOS option or something such as that?
Tried a couple different driver revisions?
It's recieving proper cooling?

No IRQ conflicts, and I'm not sure, but all the options in the BIOS look ok to me. The fan on the card is working. Case temp is 23C and processor temp is 43C. I've tried both microsoft's default drivers, and the latest ones from ATI (for Windows XP).
