Possible problem with Windows animation?

Windows animation as in.. Double clicking the top of the window and seeing it smoothly fitting the screen. When I first boot window, the animation is smooth.. After I view Macromedia Flash content in a site, play a Direct3D/OpenGL game, or go into a DOS application, the Windows animation is choppy when I return to the desktop. In order to make it smooth again, I've gotta use a program like HZTool (or just change the resolution) to make it smooth again. Is this normal? It's always been like this for me, even when I had my K6-III.
