Possible peltier cooling solution

My friend is doing this, and I want to know if you all think this would be viable.

Take a Thermaltake Superorb OR Dragonorb, put the cold side of a peltier on top of the orb(but facing down towards the processor) and leave the warm side in the open air.

How's about that? He said it keeps his proc. around 35*C at room temp 75.
 
Would the peltier be ontop of the fins...? or would it be making contact where the fan is. Eitherway, it sounds like a pretty good waste of a peltier
