Possible graphics corruption?

I recently sold a graphics card, and the buyer is experiencing some problems with it. I will paste parts of our conversation. Graphics card is a 6800 GT AGP.

"Power supply 400W and the feed is directly connected to the card from the supply (and has worked problem free with the 6600GT I had). Problem is with 1280 or 1600 resolution. Especially 1600 resolutions-- blue scan line fragments appear horizontally going in and out randomly across the screen...Also dot crawl appears as clusters of blue pixels shine on and off almost constantly at 1600 resolution...cutting back on the resolution (to only 1024, that is sadly, back to my old 6600GT levels of performance) seems to alleviate the problem... which really stinks because I bought this for its beefy high end performance (16 shaders as opposed to my 8 shaders with the 6600GT). Aside from the problems described it cut through Doom 3 at the most demanding resolution (1600) with responsiveness my 6600GT could only dream about."

What do you think the problem could be? So far I have suggested that the drivers should be reinstalled and I have asked about system cooling. I will update this when I get a reply from the buyer. Thanks in advance.

I'm not sure about the horizontal line fragments, but the "clusters of blue pixels" thing sounds like it could be memory corruption/artifacting perhaps (total guess though). What temperatures is he seeing...?

It is odd that the problem only happens at high resolutions though.
