Possible GPU issues on New Gaming PC

Hi all, this was my first build and I almost got it working! It worked long enough to install windows updates and download some software (so at least a few hours) then just blipped off. I turn it back on and it boots into windows, but a series of horizontal black bars flicker across the log in screen, and when you input password and try to load the profile, it just goes black. At the time I hadn't installed the latest video drivers from the AMD website, which is the only error that I know that I made.
I tried removing the video card, deleting the drivers, and installing the new driver from the website, but still get the same problem. The system worked with the on board video. Any help? So far, I've only managed to create a $1000 fan machine!

i5-3550 cpu

HD 7850 gpu

GA-Z68A-D3H-B3 Motherboard

Corsair 2x4 GB RAM

So without the 7850 installed you can get into Windows just fine and everything works?

Do you have any way to test that video card in a different machine?

When you say the machine "just blipped off" do you mean it rebooted itself? Was there a BSOD, if so did you capture the code? Do you have it plugged into a UPS/surge protector or straight into the wall?

Your card's a dud. Regardless of the manufacturer's reputation for quality, it happens every once in a while. Coincidentally I'm RMAing a card today for the same issue.

I can boot into safe mode. Without the 7850 installed I can get into windows. the blip was just the computer turning off, not rebooting, if I remember right, but I'm not sure. Going ahead and getting refund from amazon and buying a gigabyte 7850 from newegg (mine was asus).
