Possible dead Motherboard? Frustrated...

Okay...so I got my new box, had it together, and it posted fine. I added in hard drives and CD drives, hit the power button, and nothing happened (PSU fan didn't even spin up). I then performed extensive testing (including checking all my connections many times). I found that my power supply works fine, but it still wouldn't turn on when plugged into the mobo on my new box. I then plugged my mobo into my old box, meaning power supply and the switch on the old case hooked into it. I hit the power button, and again nothing happened.

My guess is that the mobo somehow fried, but I don't know when/why that would have happened. Any ideas?

Go back to basics, remove the mobo from the case and place it on top of a cardboard box or even a pile of paper and then install the video card, a stick of ram and the CPU plus HSF. Connect the monitor to the video card. Power on, if the system do not power on still you probably have a dead board or a bad PSU. If the hsf fan does not even come on try manually turn on the power switch by using a flat tip screwdriver and short the two connectors that connects to the power switch on the mobo. Or you could get a paper clip and short the green and any black wires on the mobo power connectors. If the system powers on, you could have a part of the mobo touching the case when installed or a bad power on switch. Re-check mobo installation or replace the power on switch on the case.
 
A fried BIOS chip will produce the same result. Follow Jiggz' steps so you can eliminate some variables.

I've done that when the PSU was not plugged into the motherboard, I figured that if I do that while it's in the motherboard that it could fry it. So is it safe to plug the motherboard power connector in and short the green and black wires then, with power going to the motherboard? Or will that just produce a nice burnt smell?
