POS cooling fans good enough to cool a duron at stock voltage?

I mean if I got a mobo/cpu combo from an online retailer on say a duron 700 and did not overclock.

Of course I have not seen the fan yet but I assume it will be somewhat less than the one that would come on a retail duron since most of them use OEM duron's on combo deals.
