Ports Not Opening on Router

I have a DLink DIR-655 and trying to open ports to direct trafic to a file server I have. I've opened ports in port forwarding as well as virtual server, and running a portscan they still remain closed. I'm not sure what I am doing wrong.
 
Port scanning would not necessarily show you forwarded port on the Router.

It depends what and how you scan, and whether there is actually a live application related to the port running in vivo.


 
well, if I access the services needed locally it works. It's when I try to access them externally that is doesn't.
