ports 80 and 119

how can i check to see if a program can access the internet through ports 119 and/or 80?
I'm using XP pro, i just want to see if are blocking access

If you can get to a website that is not on a non-standard port, your programs can access the internet on port 80. If you can access usenet, you can access port 119.

Or, did you mean inbound? If so, telnet to those ports from another system somewhere on the net.
